Ieri, il Ministero degli Esteri israeliano guidato da Israel Katz ha dichiarato Guterres "persona non gradita", vietandogli l'ingresso nel Paese. Il rapporto tra Israele e l'Organizzazione delle Nazioni Unite è ai minimi storici: dopo le dure critiche, il governo israeliano all'UNRWA, l'agenzia Onu per i profughi palestinesi, è stata accusata di complicità con Hamas negli attacchi del 7 ottobre, e le numerose polemiche tra Israele e il Segretario Generale dell'Onu, Antonio Guterres, sulla gestione delle operazioni militari a Gaza e in Libano.
Katz ha annunciato la decisione sui social media, affermando che Guterres "non ha condannato in modo inequivocabile l'attacco criminale dell'Iran contro Israele" e, di conseguenza, "non merita di mettere piede sul suolo israeliano". Katz ha poi accusato Guterres di odiare Israele e di supportare terroristi, assassini e stupratori, aggiungendo che il suo mandato resterà una macchia nella storia dell'Onu.
Un diplomatico che viene dichiarato "persona non gradita" dallo stato estero che lo ospita, è costretto a lasciare il paese ospitante, essendo privato di numerose prerogative fra le quali anche l'immunità diplomatica. Nel caso di Guterres, l'effetto del provvedimento non è immediato, dato che il Segretario Generale dell'Onu non si trova in Israele. Ma il messaggio è chiaro ed inequivocabile.
Guterres persona non grata in Israel
Yesterday, the Israeli Foreign Ministry led by Israel Katz declared Guterres "persona non grata", banning him from entering the country. The relationship between Israel and the United Nations Organization is at an all-time low: after harsh criticism, the Israeli government at UNRWA, the UN agency for Palestinian refugees, was accused of complicity with Hamas in the October 7 attacks, and the numerous controversies between Israel and the UN Secretary General, Antonio Guterres, over the management of military operations in Gaza and Lebanon.
Katz announced the decision on social media, saying that Guterres "has not unequivocally condemned Iran's criminal attack on Israel" and, as a result, "does not deserve to set foot on Israeli soil." Katz then accused Guterres of hating Israel and supporting terrorists, murderers and rapists, adding that his mandate will remain a stain on the history of the UN.
A diplomat who is declared "persona non gradita" by the foreign state that hosts him is forced to leave the host country, being deprived of numerous prerogatives including diplomatic immunity. In the case of Guterres, the effect of the provision is not immediate, given that the UN Secretary General is not in Israel. But the message is clear and unmistakable.
